In the United States on April 20 to April 22, 1988 with 16 countries represented. A second Advisory Group meeting took place in London from December 7 to December 9, 1988 with 18 countries attending. The second JTCl Plenary was held in Paris on June 6 to June 9, 1989. It is important to note that the national representations at JTCl Plenary meetings and Advisory Group meetings comprise executives from national standards bodies, user groups, governments, manufacturers, academies and others. Furthermore, the meetings are attended by representatives from key regional bodies and international organizations.

Kind Mr. Chairman, Herr Staatssekretär, Ladies and Gentlemen, I am delivering this brief welcoming address on behalf of the PhysikalischTechnische Bundesanstalt, or in short PTB, which, as you have just heard is the national institute of the Federal Republic of Germany for physics and metrology. We readily support this symposium with various rather modest contributions because we feel that this meeting could be of great benefit to the important field of technological development. Having studied the announcement for this symposium, I cannot help making some brief remarks on the twofold meaning of the word "standard" which often causes confusion and misunderstandings since this double meaning is confined to the English language, which is the lingua franca of today's science.

There is very little doubt that this one "super committee", with its 17 large subcommittees and more that 60 active working groups, is a primary playing field for voluntary industrywide standardization in the IT industry. D. Eicher the International Telecommunicationa Union and its two major consultative committees the CCITT and the CCIR constitute another important playing field, the intergovernmental playing field, for global IT standardization. However, in practice, ISO/IEC JTCl and ITU (CCITT and CCIR) are working rather well together; dividing the work more or less into telecommunications aspects and information processing aspects while recognizing a rather large grey zone where active liaison and joint work are necessary for progress on either side.
